Sprinkle marinade over fish in a bowl inside bamboo steamer.
Steam for 5 minutes. Check to see if flaky and whitened.
Throw out slivers of ginger and save to pour over fish upon serving.
Sprinkle salt, sugar and sesame oil over fish.
Heat cooking oil until smoking. Brown crushed garlic and ginger. Add soy sauce and sesame oil. Pour hot flavored oil over fish.
Garnish with green onions and cilantro.
Serve with white or brown rice.
Suggestion: Napa cabbage makes a nice complement. Brown 4 cloves of minced garlic with 1/4 tsp of salt in 2 TB oil in wok. Add cabbage and stir fry for 2 minutes. When done, sprinkle with sugar and pepper. Add 1 TB of soy sauce and 2 TB of oyster sauce.
